MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JUNE 19, 2014

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 19, 2014, at 7:00 p.m.

Upon roll call, the following members were present:

President King declared a quorum present and the regular scheduled meeting of June 19, 2014, was called to order.

Executive Session: Motion by Flowers, seconded by Booziotis, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees and litigation. Roll call: Booziotis, Flowers, King, Tsung and Woodard voted yes. Nay, none. Motion carried.

Executive Session Recesses: The executive session recessed at 7:25 p.m.

Public Portion of the Meeting: The public portion of the meeting convened at 7:29 p.m. President King stated no action was taken while in executive session and that the executive session would resume later in the meeting.

Minutes: The minutes of the regular meeting of May 15, 2014, were approved as distributed.

Executive Session Minutes: Motion by Tsung, seconded by Booziotis, to approve the minutes of the executive session held on Thursday, May 15, 2014. Roll call: Flowers, King, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

Science Department Newsletter: The Board received the Science Department Newsletter for their review.

Public Comments: There were no public comments.

Payment of Bills: Motion by Flowers, seconded by Tsung, to pay the remaining bills for the month of May, 2014; and, those available for payment for the month of June, 2014. Roll call: King, Tsung, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

2014-15 Wellness/Fitness Reimbursement: Motion by Woodard, seconded by Booziotis, to approve the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in a wellness/fitness program for the 2014-15 school year. Roll call: Tsung, Woodard, Booziotis, Flowers and King voted yes. Nay, none. Motion carried.

Sale of District Vehicle: Motion by Flowers, seconded by Woodard, to acknowledge receipt of the bids received for the sale of a district vehicle; and, to award the bid to the highest bidder, Don Biggs, in the amount of $601.00 as presented. Roll call: Woodard, Booziotis, Flowers, King, and Tsung voted yes. Nay, none. Motion carried.

2014-15 Prevailing Wage Resolution: Motion by Booziotis, seconded by Tsung, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Booziotis, Flowers, King, Tsung and Woodard voted yes. Nay, none. Motion carried.

2014-15 School Fees: Motion by Tsung, seconded by Woodard, to approve the following school fees for the 2014-15 school year:

Student Registration $28.00

Driver Education Fee $20.00

Student Lunch, Regular $2.50

Student Lunch, Reduced $0.40

Student Breakfast, Regular $1.00

Student Breakfast, Reduced $0.30

Student Milk $0.25

Adult Lunch $2.50

Adult Breakfast $1.50

Adult Milk $0.25

Roll call: Flowers, King, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Food Service Vendors: Member Tsung asked if the food service vendors were going to be at CCHS in the 2014-15 school year with respect to the new federal nutrition guidelines. Superintendent Murphy said probably not because none of the vendors had become compliant with the standards to date. Member Tsung asked if the vendors received assistance in becoming compliant. Superintendent Murphy said yes, that he had a meeting with all of the vendors regarding the new guidelines; and, that they were given July 1, 2014, as a deadline to provide verification that they could meet the new requirements for the 2014-15 school year. None of the vendors have provided verification to date. Member Tsung asked how the cafeteria would handle this change. Superintendent Murphy advised they were reviewing the issues involved in serving the increased number of students, and that ultimately the cafeteria will be serving more meals and more students will bringing their lunch.

School Technology Revolving Loan Program Resolution: Motion by Flowers, seconded by Tsung, to approve the Resolution Authorizing The Submission Of School Technology Revolving Loan Program Application as presented. Roll call: King, Tsung, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

2014-15 Board of Education Meeting Calendar: Motion by Booziotis, seconded by Tsung, to approve the 2014-15 Board of Education Education Regular Meeting Calendar as presented:

District Policy Updates/Revisions-First Reading: The Board received updates/revisions to Board of Education Policies 4:100, 4:170, 4:175, 5:280, 6:150 and 7:250 for first reading. Board of Education action on the policy updates/revisions will occur at the July 17, 2014 Board of Education meeting.

Terrier-Care School-Based Health Center Agreement-First Reading: The Board received the proposed Terrier-Care School-Based Health Center Agreement for first reading. Board of Education action on the proposed agreement will occur at the July 17, 2014 Board of Education meeting.

Superintendent Murphy briefly reviewed the revised Terrier-Care Agreement. He said the revisions were due to a recent Waiver to the No Child Left Behind Act that the State of Illinois received that lifted previous restrictions to services.

Resignations: Motion by Booziotis, seconded by Tsung, to accept the following letters of resignation as presented:

a. Tracey Robinson (Library Technician) effective June 24, 2014.

b. Zachary Spoor (Social Studies Teacher) effective June 1, 2014.

Roll call: Woodard, Booziotis, Flowers, King and Tsung voted yes. Nay, none. Motion carried.

Employment of Curriculum Director and 2014-15 Teaching Personnel: Motion by Woodard, seconded by Tsung, to employ the following personnel as presented:

a. Melanie Brink, Curriculum Director--Employ Melanie Brink as a full-time (11 months) Curriculum Director for the 2014-15 school year effective July 1, 2014, with a salary of $78,313.00.

b. 2014-15 Teaching Personnel

1. Melanie Nelson, CTE Health Occupations Teacher (1/6-time)--Employ Ms. Nelson as a part-time (1/6-time) CTE Health Occupations Teacher for the 2014-15 school year. Ms. Nelson's education and experience will place her at Line 0, Column BA/BS prorated on the Teacher Salary Schedule.

2. Dennis Johnson, Mathematics Teacher (2/6-time)--Employ Mr. Johnson as a part-time (2/6-time) Mathematics Teacher for the 2014-15 school year. Mr. Johnson's education and experience will place him at Line 22, Column MA/MS+24 prorated on the Teacher Salary Schedule.

3. Carlyn Zimmermann, Chorus Teacher (3/6-time)--Employ Ms. Zimmermann as a part-time (3/6-time) Chorus Teacher for the 2014-15 school year. Ms. Zimmermann's education and experience will place her at Line 10, Column MA/MS prorated on the Teacher Salary Schedule.

4. Jane Rendon, Spanish Teacher (4/6-time)--Employ Ms. Rendon as a part-time (4/6-time) Spanish Teacher for the 2014-15 school year. Ms. Rendon's education and experience will place her at Line 4, Column BA/BS+24 prorated on the Teacher Salary Schedule.

5. Michael Tow, Temporary Social Studies Teacher--Employ Mr. Tow on an as needed basis, as a temporary social studies teacher for the 2014-15 school year. Mr. Tow's education and experience will place him at Line 7, Column BA/BS+12 prorated on the Teacher Salary Schedule.

6. Stephen Arvanis, Mathmatics Teacher (full-time)--Employ Stephen Arvanis as a full-time Mathematics Teacher for the 2014-15 school year contingent upon receipt of his Illinois Professional Educator’s License. Mr. Arvanis’ education and experience will place him at Line 0, Column BA/BS+24 on the Teacher Salary Schedule.

Employment of Computer Network Technician: Motion by Tsung, seconded by Booziotis, to employ Tyler Bullock as a full-time (12 month) computer Network Technician for the 2014-15 school year at the rate of $12.00 per hour. Roll call: Flowers, King, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

President King stated that no action would be taken while in executive session and that no action would be taken in public session following the executive session.
