MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JUNE 18, 2015

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 18, 2015, at 7:00 p.m.

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of June 18, 2015, was called to order.

Approval of Minutes: Motion by Booziotis, seconded by Hudgins, to approve the minutes of the regular scheduled meeting of May 21, 2015, and the minutes of the May 21, 2015, executive session. Roll call: Booziotis, Cole, Flowers, Hudgins and Woodard voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

2016 CCHS Graduation Ceremony: Superintendent Murphy announced that the 2016 CCHS Graduation Ceremony would be held at 1:00 p.m., on Saturday, May 21, 2016, at the SIU Arena.

English Department Presentation: Tarrie Dullum, English Department Chair, did a presentation for the Board regarding the activities of her department.

Special Education Department Presentation: Mandy McKee, Special Education Director, did a presentation for the Board regarding the activities of her department.

Public Comments: Former CCHS student, Prince Washington, addressed the Board regarding his experience with bullying at CCHS. He asked the Board to review the district’s bullying and discipline policies in the future so that other students did not have the same experience he did. He presented Superintendent Murphy a written statement and asked that he share it with the Board. Superintendent Murphy advised him that he would share his statement with the Board.

Payment of Bills: Motion by Flowers, seconded by Booziotis, to pay the remaining bills for the month of May, 2015; and, those available for payment for the month of June, 2015. Roll call: Cole, Flowers, Hudgins, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2015-16 Wellness/Fitness Reimbursement: Motion by Booziotis, seconded by Flowers, to approve the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in a wellness/fitness program for the 2015-16 school year. Roll call: Flowers, Hudgins, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Permission to Bid 2015-16 Milk and Bread Products: Motion by Hudgins, seconded by Booziotis, to seek bids for milk and bread products for the 2015-16 school year as presented. Roll call: Hudgins, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

2015-16 School Fees: Motion by Hudgins, seconded by Booziotis, to approve the following school fees for the 2015-16 school year:

Student Registration $28.00

Driver Education Fee $20.00

Student Lunch, Regular $2.75

Student Lunch, Reduced $0.40

Student Breakfast, Regular $1.00

Student Breakfast, Reduced $0.30

Student/Adult Milk $0.25

Adult Lunch $2.75

Adult Breakfast $1.50

Roll call: Woodard, Booziotis, Cole, Flowers and Hudgins voted yes. Nay, none. Motion carried.

District Policy Updates/Revisions 2:250, 3:40, 3:50, 3:60, 5:120, 5:290 and 6:15: Motion by Flowers, seconded by Hudgins, to approve the updates/revisions to District Board of Education Policies 2:250, 3:40, 3:50, 3:60, 5:120, 5:290 and 6:15. First reading occurred at the May 21, 2015 Board of Education meeting. Roll call: Woodard, Booziotis, Cole, Flowers and Hudgins voted yes. Nay, none. Motion carried.

2015-16 Prevailing Wage Resolution: Motion by Booziotis, seconded by Flowers, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Booziotis, Flowers and Woodard voted yes. Member Cole voted nay. Member Hudgins abstained. Motion carried.

TriCounty Special Education Joint Agreement Amendment Resolution: Motion by Booziotis, seconded by Flowers, to approve the TriCounty Special Education Joint Agreement Amendment Resolution as presented. Roll call: Cole, Flowers, Hudgins, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Resolution to Appoint an IMRF Authorized Agent: Motion by Hudgins, seconded by Booziotis, to approve the Resolution to Appoint Donna Fager as an IMRF (Illinois Municipal Retirement Fund) Authorized Agent to replace Steve Kosco due to his retirement as presented. Roll call: Flowers, Hudgins, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Executive Session: Motion by Booziotis, seconded by Hudgins, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees. Roll call: Hudgins, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried. The executive session convened at 7:47 p.m.

Executive Session Adjourned: The executive session adjourned at 8:07 p.m.

Public Session Reconvenes: The public session of the meeting reconvened at 8:08 p.m. President Woodard stated no action was taken while in executive session.

Retirement: Motion by Booziotis, seconded by Flowers, to accept the letter of retirement from Gary Rodvelt (mathematics teacher) effective June 1, 2019, as presented. Roll call: Woodard, Booziotis, Cole, Flowers and Hudgins voted yes. Nay, none. Motion carried.

Transition to District Dual-Bookkeepers: Motion by Hudgins, seconded by Booziotis, to approve the proposed district dual-bookkeeper model as presented; and, to employ Amy Morse and Kelly Lannom as district dual-bookkeepers for the 2015-16 school year, with annual salaries of $37,500.00 each. Roll call: Woodard, Booziotis, Cole, Flowers and Hudgins voted yes. Nay, none. Motion carried.

Employment of 2015-16 Personnel: Motion by Hudgins, seconded by Flowers, to employ the following 2015-16 personnel as presented:

Full-Time Temporary Media Coordinator/Library Information Specialist

Employ Kelsey Pruitt as a full-time temporary media coordinator/library information specialist for the 2015-16 school year. Ms. Pruitt’s education and experience will place her at Line 0, Column BA/BS on the Teacher Salary Schedule ($41,918.00).

Part-Time (4/6-time) Fine Arts Teacher

Employ Jennifer Kennedy as a part-time (4/6-time) fine arts teacher for the 2015-16 school year. Ms. Kennedy’s education and experience will place her at Line 7, Column MA/MS prorated on the Teacher Salary Schedule ($38,408.64).

Part-Time (4/6-time) Industrial Technology Teacher

Employ Donald Moberley as a part-time (4/6-time) industrial technology teacher for the 2015-16 school year. Mr. Moberley’s education and experience will place him at Line 9, Column MA/MS prorated on the Teacher Salary Schedule ($40,475.32).
