MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION, CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS, HELD JUNE 15, 2006

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 15, 2006 at 7:00 p.m. An executive session preceded the meeting at 6:30 p.m.

Upon roll call the following members were present: Barbara Bennett, Mike Durr, Linda Brandon, Barbara Levine, Robert Brewer. The following members were absent: Henry Bell, Jr. and Peter Hsin. Also present were: Steven R. Sabens, Vicky King, Steve Kosco, Southern Illinoisan Represented. President Levine declared a quorum present and the regular meeting of June 15, 2006 was called to order.

Executive Session: Motion by Bennett, seconded by Brewer, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees; and to consider the appointment of a member to fill a vacancy on the Board of Education. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Public Portion of Meeting Convenes: The public portion of the meeting convened at 7:00 p.m.

President Levine stated no action was taken while in executive session.

Minutes: The minutes of the regular meeting of May 18, 2006 were approved as distributed.

Executive Session Minutes Approved: Motion by Bennett, seconded by Brandon, to approve the executive session minutes of June 15, 2006. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Payment of Bills: Motion by Brewer, seconded by Brandon, to pay the remaining bills for the month of May, 2006; and, those available for payment for the month of June, 2006. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Committee Reports: Motion by Bennett, seconded by Brewer, to approve the committee reports/recommendations on the Handbooks, Wage/Salary and Wellness/Fitness as presented:

1. 2006-07 Student-Athlete Handbook and 2006-07 Parent/Teacher/Student Handbook--With the proposed changes as presented.

2. Wage/Salary--Approval of 2006-07 salaries for the personnel as presented.

3. Wellness/Fitness--Approval of the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in an approved physical fitness program for the 2006-07 school year.

Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Climbing Wall: Motion by Durr, seconded by Brewer, to solicit bids for the purchase and installation of a climbing wall. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Prevailing Wage Resolution: Motion by Durr, seconded by Brandon, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Brandon, Brewer, Durr and Levine voted yes. Member Bennett abstained. Nay, none. Motion carried.

Approval of 2006-2007 School Fees: Motion by Brewer, seconded by Bennett, to approve the following school fees for the 2006-2007 school year:

Student Registration: $28.00

Driver Education Fee: $20.00

Student Lunch, Regular: $1.50

Student Lunch, Reduced: $ .40

Student Breakfast, Regular: $1.00

Student Breakfast, Reduced: $ .30

Student Milk: $ .25

Adult Lunch: $2.00

Adult Breakfast: $1.50

Adult Milk: $.25

Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Shawnee Health Service Grant: Motion by Durr, seconded by Brandon, to support Shawnee Health Service’s grant application to fund the construction costs associated with expanding the physical space currently utilized by Terrier Care. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Resignations: Motion by Durr, seconded by Brandon, to accept the following resignations as presented:

a. Dr. Peter Hsin (Board of Education member) effective June 15, 2006.

b. Heather Favale (health education teacher) effective June 15, 2006.

Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.

Member Brandon stated she spoke for everyone in saying what a fine Board of Education member Dr. Peter Hsin has been, and how very much his service will be missed by everyone.

Employments: Motion by Durr, seconded by Bennett, to employ the following full-time faculty and extra-duty/extended-time personnel for the 2006-07 school year, 2006 summer school personnel, 2006 temporary part-time summer maintenance personnel and a student worker as presented:

a. Full-time English Teacher (Stephanie Parton)--Ms. Parton’s education and experience will place her at line 7, MA/MS on the teacher salary schedule.

b. Full-time Industrial Technology Teacher (Edward Callico)--Mr. Callico’s education and experience will place him at line 2, MA/MS on the teacher salary schedule.

c. Full-time English Teacher (Shannon Clapsaddle)--Ms. Clapsaddle’s education and experience will place her at line .5, MA/MS + 12 on the teacher salary schedule.

Appointment: Motion by Bennett, seconded by Brewer, to appoint Mr. Kenneth R. Hughes to the CCHS Board of Education to complete the unexpired term of Dr. Peter Hsin, effective June 15, 2006. Roll call: Bennett, Brandon, Brewer, Durr and Levine voted yes. Nay, none. Motion carried.
